Will there be an independent commission that performs an analysis of what went wrong in these projects?

The District has no plans to establish an independent commission to assess what went wrong regarding schedule delays in the course of constructing these projects. We are extremely disappointed in the failure of multiple subcontractors on both projects to honor their contracts and commitments and build the projects in accordance with their agreements with the General Contractor (Summit Builders). The loss of multiple key subcontractors on both projects completely undermined the ability of the General Contractor to successfully meet their contract completion schedule; this is the primary reason the projects are lagging behind schedule.

What provisions is the district taking to prevent future construction issues?

The district has recently developed and implemented a District Contractor Pre-Qualification Process, which establishes specific criteria that both subcontractors and general contractors must meet in order to be considered qualified to bid on future North East ISD construction projects.  The Pre-Qualification Process was employed during the bidding phase of the New Middle School #14 Project (2011 Bond Program) which recently bid in April 2012. We believe this new Pre-Qualification initiative will help minimize the potential for contractor default in future construction projects and will work to improve the overall construction process for district bond programs.  The Pre-Qualification criteria include a provision that the subcontractor/general contractor must have a local office established within one hundred miles of the school district’s central office for a minimum of two years.
